Integrated Education for the Disabled (IED)
Universalisation of elementary education shall remain in complete if disabled children are not under the preview of the programme with proper care. The main objective of IED programme is to involve, demonstrate, evaluate and make documentation of strategies that facilitate UEE for children with disabilities.The plans for IED has been made keeping in mind, the available resources and capacity to implement in the given time.Key Areas
Strengthening the identification system of CWSN: Nationally accepted estimate of CWSN constitute 2-3% of total child population as provided by the Census 2001. It has been considered as a priority area & plan has been made to make sure that survey to be undertaken captures all kind of CWSN. Assessment & Screening of CWSN including provision for cross checking of 5% data of CWSN for validation has been proposed. Development of child wise data base for tracking the CWSN is needed to be developed. An amount of Rs.10.350 Lakhs has been proposed for all those activities.
Full coverage of CWSN: Initiatives will be taken for 100% coverage of CWSN through regular schools, AIE strategies, Home Based education etc. This year emphasis will be given to bring 1883 no of uncovered CWSN through EGS/AIE or Home based education. Financial outlay for these activities has been proposed within Rs. 0.60 Lakhs.
Appointment of Resource Teachers/Special Educators: There is a plane for engagement of 4 Special Educators per Block & 2 Special Educators per Municipality. For this purpose 64 nos of Resource Teachers/Special Educators to be engaged. The proposed budget for this purpose is Rs.49.92 Lakhs.
Foundation course for in-service teachers: We have plan for conducting foundation course for 66 teachers (Primary & Upper Primary) from District to extend their support towards inclusive education. Two teachers from each CLRC are proposed to be covered this year within proposed financial outlay of Rs.2.64 Lakhs. Besides this we have a target to upgrade two IED resource rooms as Study Center for imparting Teachers Training through foundation Course & Rs.1.00 Lakhs has been proposed for this purpose.
Text Book in Braille Format & related activities: This year we have plan to provide Audio Text books along with Braille Books & Braille Kit. Besides this we have proposed for preparing inclusive TLM for the CWSN of different categories. One school from each CLRC is proposed to be covered this year. The financial limit for all these activities is Rs.2.36 Lakhs.
Strengthening the Resource Room: There is planning to make all the existing Resource Room functioned to provide support services including remedial teaching to the CWSN & to implement Therapeutic Management. Some disabled friendly software may be introduced there. Some specialists from open market are required to be hired for resource room. An amount of Rs.12.90 Lakhs has been proposed for this purpose.
Procurement of Aids & Appliances: This year we have targeted to cover 2000 CWSN with Aids & Appliances @ Rs.02 Lakhs /CWSN.
Capacity Building Workshop: This year we have a plan for organizing capacity building workshop for Special Educators, Peers & Parents. Besides these we have proposed for a provision to hire experts & resource person with resource fee. An amount of Rs.3.50 lakhs has been proposed for this purpose.
Construction of Ramps: Maximum number of school will be covered through Ramps with handrails. Total 50 nos of Ramps to be constructed this year. We have a plan for construction of Barrier Free Toilet under Civil Construction.
Different allowances to CWSN towards retention: As per state norms the following allowances providing to the CWSN are kept as proposal in AWP&B 2010-11
